Why go
Lisbon is built on hills above a river so wide it looks like the sea, and the light coming off it makes even a bus stop look good. Get lost in Alfama, where the lanes are too narrow for cars and someone is always singing on a Friday. Ride the 28 tram once for the ride and then walk it properly. Eat the custard tarts in Belem where they have been making them since 1837, still warm, still dusted with cinnamon. Then take the half hour train to Cascais and swim. For a European capital it remains startlingly good value, and the food is a large part of why people come back.
